Looks like a convenient way, if not a legal way, of stealing money.  I guess the word "ethics" has no meaning in government service nowadays. 

Correct, a citizen can pursue a graft charge as an interested party or a witness.   But because a graft charge is a criminal case, the ombudsman will have to make the final decision whether there is probable cause.  Without a probable cause the court cannot accept a criminal suit.  This is the main reason why all these charges of graft against the administration, i.e. ZTE, bolante,  are all pending in the Ombudsman despite recommendations from the senate. The Ombudsman is like the gatekeeper to the criminal justice system involving government officials.   Their task is similar to the provincial fiscal but with specific subject matter jurisdiction.
